The Huitengxile Windfarm Project (ref number: 0064) was successfully registered with the Executive Board (EB) of United Nations Framework Convention on Climate Change (UNFCCC) on 26th June 2005, which marks the first registered Clean Development Mechanism (CDM) project in China. The CDM preparation of the project was started in November 2001 for the purpose of participation of the Certified Emission Reduction Unit Procurement Tender (CERUPT) by the Dutch Government. The project won the bidding in March 2003, and the Emission Reduction Purchase Agreement (ERPA) was signed in December 2003 indicating the first time that funding has been secured for a project in China under the Kyoto Protocol. The project was developed for the Inner Mongolia Long Yuan Wind Power Development Co. Ltd.
The project involves the installation of 22 wind turbines, 12 of which have a capacity of 900 kW, and 10 of which have a capacity of 1500 kW, providing a total of 25.8 MW. The site of Huitengxile Windfarm possesses excellent wind resource that has been measured extensively. The project is expected to generate electricity of 59.19 GWh per year which will be sold to the Inner Mongolian Western Grid, an integral part of the North China Power Grid. The annual emission reduction of the project is 54,136 tCO2.
Ms. Toni Lin, the Deputy Director of Easy Carbon, is the key person who has involved in the whole procedure of the CDM development of the project. Ms. Lin is glad to share her experience from the project with anyone who has an interest. Please feel free to download her presentation at a Renewable Energy Financing Workshop in Hong Kong in 2005.
